KEYNSHAM'S NEW MULTI-WHEEL FACILITY

The  new facility in Memorial Park, on the site of the old skateboard track is now complete (apart  from some landscaping issues) and ready  for use. It  can be used by  BMX bikes, skate boards but is not suitable for children under the age of EIGHT.

There will be an events day on Saturday 3rd April 2010 about which further details will be released shortly.

TOWN COUNCIL DECISIONS - FEBRUARY 2010

  • Keynsham Music Festival - the Town Council agreed to  the request  from the Music Festival Association to obtain details on how to  become a Company Ltd by  Guarantee.
  • Play Rangers - the Council  have agreed to increase the funsing to  the play rangers up  from £3,000 pa to  £5,000 from 1st April 2010.
  • Supported Bus Services - the Council informed B&NES  that  the level of funding for the 665 service should remain at  current levels.
  • Town Centre Management  - the Council  have agreed that  after April this group  will become a working party of the Town Council.

Fees - the Council agreed not to renew its membership of ALCA (Avon Local Councils Association).

Multi Wheel  Facility - there will be an official opening on Saturday 3rd April 2010. Watch  this space for further details.

CHARLTON ROAD CLOSED FROM MONDAY 15TH FEBRUARY 2010 FOR 5 DAYS

Please be advised that Charlton Road will be closed for carriageway resurfacing from Monday 15th February 2010 for 5 days. (School half term). The “Permitted Works Hours” for this site will be 0700 to 1900. The Contractors will be working on site for periods of 8 hours or more between these permitted hours, and Charlton Road will be opened for normal use when the Contractors are not on site.

The section of Charlton Road which will be closed when the Contractors are on site runs from the end of the 30mph zone leaving  Keynsham to the "T" junction with Woollard Lane. All side road junctions accessing this section of Charlton Road will also be closed. (residents who need access to their properties adjacent to the road will be advised accordingly.)

The signed advisory traffic diversion is via Keynsham, Marksbury, Chelwood, Pensford to Whitchurch and vice versa. Lanes which access Charlton Road from Woollard, Compton Dando and Chewton Keynsham will also be signed accordingly.

However, past experience has shown that drivers will still attempt to take short cuts through the lanes so please be aware of additional traffic through all local villages during this half term period. Children, horse-riders, cyclists and walkers should all be aware of a possible increase in traffic.

To prevent "rat running" through Queen Charlton, residents of the village have been notified of closures on ALL roads into and out of the village except Queen Charlton Lane leading to Whitchurch. It is hoped that the inconvenience to residents will be out-weighed by the reduction of possible traffic congestion in the narrow lanes around and through the village.

Experience also shows that the first day a road is closed is the worst for experiencing frustrated drivers, so please be patient!

The Council and Contractors work closely with the emergency services during road works, so that delays to their on call vehicles are minimal.

Town Councils Decisions for January 2009
  • Town Council Budget  for financial year 2010-2011 - The Town Council approved it's budget for the next  financial year and set the precept at  £426,577. This is an increase of less than  1% on last year and will mean that  each  household pays £1.47p  per week  for the services provided.
  • The Town Council  agreed to  increase it's Public Liability Insurance to  £10,000,000 in line with  the recommendation from the internal  auditor.
  • The Council  agreed to liaise with Abrasive Wheels on their level of sponsorship  for the new multi -wheeled facility.


 Town Council Decisions for December 2009

  • To  congratulate Iceland on maintaining stocks of essential food items whilst  the Somerfield closure.
  • To  write to  ALCA concerning the level of fees for 2010/11.
  • Approve the dates of the meetings for 2010/11.
  • Made several points regarding the B&NES Core Strategy and specifically that  option 2 be agreed with  the proviso that any development at  Hicks Gate be removed. That  the green belt be removed, look  at  the options for a bus/rail interchange and increase the number of trains that  stop at  Keynsham Station.
  • Civic Centre Redevelopment - the Council supports in principle B&NES plans for the new centre and stressed the need for retial units to  be included.

 Town Council Decisions - November 2009

  • the Clerk has been asked to contact  B&NES planning department regarding the new EuroSpar, which is advertising a cafe in the premises when it opens on the 27th November 2009. Does this need a change of use consent and if so has one been received? If it has not been received what do B&NES intend to do about it?
  • the Council have decided not to take on the maintenance of the defibrillator, which is positioned outside the Fire Station.
  • the Council  will be giving Keynsham Farmer's Market £600 in April to  provide music at  the events in 2010. The market happens at  the Clock Tower on the second Saturday of each  month.
  • the Council will be providing TimeOut with a replacement snooker table. The old one has worn out with  use.
  • the Council will be giving Keynsham Business Association £200 for their Arts and Public Spaces Project.
  • the Town Council  will be employing a specialist company to  give them support with Employment Law and Health and Safety.


CORE STRATEGY

Bath and North East Somerset Council are currently consulting on its draft  Core Strategy. This is a planning document that  will set out the long term vision for development across the District. The headline objective is Tackling the Causes and Effects of Climate Change. A study was commissioned to inform the complex options and to  this effect a series of consultation events are being run by the Centre for Sustainable Energy. The one in Keynsham will be held on FRIDAY 4th December at  the Fry  Club. There will be two  sessions, 2-6pm is a drop in advice and information session, followed at  6.15pm by  facilitated event with  presentations and group  work. Keynsham Town Council bids farewell to  Rev. John Samways

Following the decision taken at  the Town Council Meeting a framed scroll was prepared and presented to  John by  the Chairman, Councillor Roy Staddon. The presentation took place in the rectory on Thursday 22nd October 2009. The Town Council thanked John for his 12 years of hard work in the town, especially his work on More to Life 08 and wished John and his wife Chris a long and healthy retirement.

Decisions Taken at  the Town Council Meeting on 13th October 2009

This was a quiet meeting and the following decisons were made;

  • to  support Cllr Gerrish's (B&NES) plan to  do  away  with the set down stop in the High Street by  the Nat West  Bank
  • to provide a framed scroll thanking Rev John  Samways for all his hard work in the town
  • to  amend the Town Council's investment policy
  • to agree to  the change in request  for the grant awarded to  Keynsham South Forum
  • to increase the hours of the Deputy Town Clerk to  28.


Decisions Taken at theTown Council Meeting on 15th September 2009 

 

The Council decided that they would;

  • support Councillor Keith Kirwan in taking a seat on the Avon Pension Fund
  • to put a further £2,000 towards funding the Town Plan (should it be required)
  • to support the bid of First Great Western in getting government funding for a ramp at Keynsham Station
  • to support a request  by  the FairTrade Foundation to lobby the EU on changes to procurement policy which could impact on FairTrade goods
  • to write to  our MP supporting Early Day  motions for more transparency in government and more involvement at local level
  • to support the  continuation of the 678 supported bus service
  • to agree to  BT's request  to remove the pay kiosk on Bath  Hill but to oppose the removal  of the equipment in the red phone box outside the Old Manor House Hotel
