12/00973/REG13 – Town Hall, The Centre, Keynsham – Demolition of all the buildings currently on site (excluding the multi storey car park)

A vote was taken: it was unanimously agreed to support.

 

Application12/00972/REG04 – Town Hall, The Centre, Keynsham – Erection of new buildings to provide offices, library, one stop shop, retail with associated highway works; new public realm works and landscaping following the demolition of all the buildings currently on site (excluding the multi storey car park, which will be extended).

Whilst the Town Council welcome a new building as detailed above, the Town Council would like to make the following comments (detailed below) and hope that the comments are considered.

 

DESIGN

It was felt that the proposed building doesn’t reflect the character of the old market town. It is too boxy and square and if curves could be added it would soften the overall look.

Concerns are that the ledges could attract pigeons and sea gulls and create problems.

More sheltered areas for the public required.

Clarification is required as to which way the roof slopes (Anchor Store on Bath Hill) as page 38 & 41 of the ‘design and access’ shows the roof sloping different ways.

 

RECYCLING

The Town Council were unable to identify any recycling bins, the Town Plan has identified that there is a requirement in the town centre for recycling bins. Cigarette bins are also required especially as there will be employees housed in the development. Therefore the Town Council would like to see both recycling bins and cigarette bins in the development.

 

LANDSCAPING

There is no direct route through for deliveries as there is a block of trees by the loading bay, concerned that damage may be caused due to having to go between the trees.

There are concerns that the hedging close to the play area and café could create a haven for rats.

Clarification that the 3 trees on Bath Hill will not affect visibility in those areas for drivers.

NB. The Town Council do not want a play area in the development at all. It is felt not necessary and could lead to problems.

 

PARKING

The Town Council accept the parking plans, however it is felt that since Tesco’s has been built the car parking situation in Keynsham has changed and a proper car parking survey of Keynsham is required.

 

RETAIL

There is no back door access. The Town Council recommend that restrictions are put on deliveries – before 8am and after 8pm, this will help the traffic flow and be safer for pedestrians

 

HIGHWAYS

The Town Council don’t accept the traffic modelling results. Before any alterations are finalised the Town Council would like to see a test/trial for a one way system and a two way system on Ashton Way.

There are concerns regarding bus movements, uncontrolled zebra crossing in Temple Street and Rock Road.

NB The Town Council don’t accept a shared area/pavements merging with the highway, in the High Street.

 

OTHER COMMENTS

The Town Council recommend construction site restrictions and would prefer that the construction site workers park outside of Keynsham in a designated area.
