Town Council Decisions
13th July 2010
Councillor Wait spoke about Broadland School and the campaign and thanked all of those who voted for wanting to keep the School open.
Councillors considered Bf&NES proposed changes to parking and related fees for 2010/11.
The Town Council are purchasing two flower planters for the High Street.
The date of the next meeting will be Tuesday 17th August 2010 at 7.30 pm in the Council Chamber, Town Hall.

HERITAGE CENTRE
Dr. Peter Roberts attended the meeting to speak to Councillors. The Town Council agreed to endorse the project put forward by Dr. Roberts of incorporating a Heritage Centre in the redevelopment of the Civic Centre in Keynsham,which will maximise the opportunity for the people of Keynsham to relate to their heritage.

NEWLY APPOINTED TOWN CLERK
Jo Swift has been appointed Town Clerk following the retirement of the previous Town Clerk, Elaine Giles.

MUSIC FESTIVAL
The Music Festival is still looking for volunteers and if anyone can help out on the day please contact theTown Council office on 0117-9868683.

BANDSTAND STORE AND CHAIRS
The Town Council agreed to obtain costings for a store behind the bandstand and also to obtain the cost of renting/hiring chairs or purchasing them.

GRANTS
The schedule of grants awarded for 2010/2011, previously agreed by the Grants Working Party. was approved by the Town Council. Letters will be despatched to all recipients.
The Town Council agreed to support the Manifesto for Childrens Play.

KEYNSHAM YOUTH
The Town Council agreed that an annual event at the new mutl-wheel facility in Keynsham Park should be held.

DATE OF NEXT MEETING
The next meeting of the Town Council will be held on Tuesday 13th July at 7.30 p.m. in the Town Hall, Keynsham.

Councillor Roy Staddon was re-elected as Chairman of the Council for the municipal year 2010. Councillor Gill Hellier was re-elected as Vice-Chairman.

With the retirement of the Town Clerk, the Deputy Town Clerk, Jo Swift was temporarily appointed as Responsible Finance Officer until thenew Town Clerk is in post.

It was agreed to give grant of £5,000 to the Keynsham Parish Youth and Mission Centre.
-
A request for a small slide in the Park Road Play area was refused.
6TH APRIL 2010
The Town Council made the following decisions at its meeting last night.
-
Funding of Detached Youth - the Council agreed to fund this service, in full for the current financial year.

To look at providing a noticeboard in the Memorial Park to advertise the summer concerts.

The Allotment Association has requested that the TC ask B&NES to include fencing the west boundary in the S106 for the K2 development. The Council agreed to forward the request but stressed that their preference was for more allotment plots.

The Council had been asked by a resident to write to Cadbury/Kraft asking about the security of the historical arte-facts on the site. The Keynsham Heritage Trust are already talking to Cadbury's about this matter. In view of this it was felt that there was no need for the TC to write.
9TH MARCH 2010
The Council approved £129,570 in earmarked reserves for specific projects in the future.

Charges for the Cemetery, Football Pitches and Multi-sports Pitches will rise by an average of 2% from 1st April 2010.

The Council voted to oppose the closure of Broadlands School.

A budget of £750 was agreed for the open day - 3rd April for the new multi-wheeel facility.

A small working party will be set up to oversee the Keynsham in Bloom Competition. Volunteers from the Community will also be approached.

The lowering of the age limit for entry to Castle Primary was agreed.
FEBRUARY 2010

Keynsham Music Festival - the Town Council agreed to the request from the Music Festival Association to obtain details on how to become a Company Ltd by Guarantee.

Play Rangers - the Council have agreed to increase the funsing to the play rangers up from £3,000 pa to £5,000 from 1st April 2010.

Supported Bus Services - the Council informed B&NES that the level of funding for the 665 service should remain at current levels.
-
Town Centre Management - the Council have agreed that after April this group will become a working party of the Town Council.
-
Fees - the Council agreed not to renew its membership of ALCA (Avon Local Councils Association).

Multi Wheel Facility - there will be an official opening on Saturday 3rd April 2010. Watch this space for further details.

Town Council Budget for financial year 2010-2011 - The Town Council approved it's budget for the next financial year and set the precept at £426,577. This is an increase of less than 1% on last year and will mean that each household pays £1.47p per week for the services provided.

The Town Council agreed to increase it's Public Liability Insurance to £10,000,000 in line with the recommendation from the internal auditor.

The Council agreed to liaise with Abrasive Wheels on their level of sponsorship for the new multi -wheeled facility.
December 2009

To congratulate Iceland on maintaining stocks of essential food items whilst the Somerfield closure.

To write to ALCA concerning the level of fees for 2010/11.

Approve the dates of the meetings for 2010/11.

Made several points regarding the B&NES Core Strategy and specifically that option 2 be agreed with the proviso that any development at Hicks Gate be removed. That the green belt be removed, look at the options for a bus/rail interchange and increase the number of trains that stop at Keynsham Station.

Civic Centre Redevelopment - the Council supports in principle B&NES plans for the new centre and stressed the need for retial units to be included.
November 2009

the Clerk has been asked to contact B&NES planning department regarding the new EuroSpar, which is advertising a cafe in the premises when it opens on the 27th November 2009. Does this need a change of use consent and if so has one been received? If it has not been received what do B&NES intend to do about it?

the Council have decided not to take on the maintenance of the defibrillator, which is positioned outside the Fire Station.
-
the Council will be giving Keynsham Farmer's Market £600 in April to provide music at the events in 2010. The market happens at the Clock Tower on the second Saturday of each month.

the Council will be providing TimeOut with a replacement snooker table. The old one has worn out with use.
-
the Council will be giving Keynsham Business Association £200 for their Arts and Public Spaces Project.
-
the Town Council will be employing a specialist company to give them support with Employment Law and Health and Safety.
13th October 2009
This was a quiet meeting and the following decisons were made;

to support Cllr Gerrish's (B&NES) plan to do away with the set down stop in the High Street by the Nat West Bank
-
to provide a framed scroll thanking Rev John Samways for all his hard work in the town

to amend the Town Council's investment policy

to agree to the change in request for the grant awarded to Keynsham South Forum
-
to increase the hours of the Deputy Town Clerk to 28.

The Council decided that they would;

support Councillor Keith Kirwan in taking a seat on the Avon Pension Fund

to put a further £2,000 towards funding the Town Plan (should it be required)

to support the bid of First Great Western in getting government funding for a ramp at Keynsham Station

to support a request by the FairTrade Foundation to lobby the EU on changes to procurement policy which could impact on FairTrade goods
-
to write to our MP supporting Early Day motions for more transparency in government and more involvement at local level

to support the continuation of the 678 supported bus service
-
to agree to BT's request to remove the pay kiosk on Bath Hill but to oppose the removal of the equipment in the red phone box outside the Old Manor House Hotel
