Best Value

Best Value - What is it?

The Government has introduced a requirement that all town and parish councils, with a budgeted income of more than £500,000 per annum, should produce a Best Value Performance Plan by 31st March each year.

However, the Secretary of State has advised that all councils will be expected to abide by the principles of Best Value. Whilst not subject to the formal, separate Best Value audit regime, they will be expected to demonstrate to their auditors that they have applied the principles of the best value regime to the work and decisions of their councils. Keynsham Council has decided to implement this policy in order to demonstrate our commitment to providing Best Value services.

The people of Keynsham expect, and should receive, high-quality services. Best Value is not just a matter of providing a service at the lowest possible cost. It involves providing high-quality services, which also show clear value for money and cost-effectiveness.

The councillors and staff of the Town Council will endeavour to achieve this, but we need your help in letting us know your views on the services you require and your opinion on how well we are performing at present.

Mission Statement

1. Keynsham Town Council will deliver its services to the highest quality in terms of efficiency, effectiveness and value for money.

2. Keynsham Town Council will conduct its business openly and democratically and will consult widely with local people.

3. The Council will at all times comply with the National code of Local Government Conduct and the Nolan Principles on standards in public life.

4. Keynsham Town Council will act in the best interests of local people in making representations to;

  a. Bath and North East Somerset Council

  b. Regional Development Agency

  c. Central Government

  d. Other appropriate private or public sector groups
