Subject: Proposed change to the
Public Rights of Way network in Keynsham
We are writing to consult you on a proposal to divert a section of Public Footpath BA27/27 (“the FP”) in Keynsham. The general effect of the proposal is shown on the attached plan.
The section of the FP commencing from grid reference ST 6683 6780 (point A on the plan) and continuing in a generally east-southeasterly direction for approximately 171 metres to grid reference ST 6698 6674 at point B would be stopped up, as shown on the plan by a continuous black line. The new line of the FP would commence from the same point and proceed in a generally east-southeasterly direction for approximately 190 metres to point B, via points C, D, E and F, as shown on the plan by a dashed black line.
This change is proposed to enable development to be carried out and would be achieved by way of a diversion order made under section 257 of the Town and Country Planning Act 1990. A copy of the developer’s plan showing the proposed route is also attached for your information. The new footpath would be two metres in width. Works would be carried out during the development process to bring the new paths into a condition fit for public use.

BRISTOL ROAD, KEYNSHAM) (STATION ROAD, KEYNSHAM) (20 M.P.H SPEED LIMIT) ORDER 202*
NOTICE is given that Bath and North East Somerset Council proposes to make an order under provisions contained in the Road Traffic Regulations Act 1984, the effect of which will be that it is prohibited to drive a motor vehicle at a speed exceeding 20 miles per hour on the length of roads as listed in Schedules 1 to this Notice.
Full details of the proposal are contained in the draft order which, together with a map and a Statement of the Council’s Reasons for proposing to make the order, may be inspected, free of charge, at The One Stop Shops at The Hollies, High Street, Midsomer Norton, 3-4 Manvers Street, Bath and at the Keynsham Civic Centre, Market Walk, Keynsham during normal office hours.
Objections and representations with respect to the proposal, together with the grounds on which they are made must be sent by 5th September 2024 either in writing to the Traffic Management Team at the address below, or by email to TROs@BATHNES.GOV.UK. (TEMPORARY ELECTRIC SCOOTER TRIAL) ORDER 2023

Notice is hereby
given that Bath and North East Somerset Council in pursuance of the
provisions of section 14 of the Road Traffic Regulation Act 1984 as amended
and The Electric Scooter Trials and Traffic Signs (Coronavirus) Regulations
and General Directions 2020 has made an order the effect of which will enable
electric scooters (as defined in The Traffic Signs Regulations and General
Directions 2016) being used in a trial, to use any road or length of road in
Bath and North East Somerset which are currently used by pedal cycles. This
applies only to electric scooters hired from a company authorised and in
accordance with the regulations made by the Department for Transport.
The TTRO is to
be made pursuant to S14 (1) (b) of the Road Traffic Regulation Act 1984
because of the likelihood of danger to the public during the continued trial
of rental e-scooters on public highways between 26th September
2023 - 25th March 2025. The TTRO is needed to
reduce the potential for rental e-scooters to conflict with other traffic and
road users during this trial period facilitating their use of these
alternative road spaces which are already subject to user restrictions.
Bath & North
East Somerset Council is
satisfied that electric scooters being used in the trial in the said roads
should be permitted in connection with likelihood of danger to the public.
The justification for
this order is two-fold. (1) to reduce ambiguity as to where the
aforementioned electric scooters can be ridden, and (2) to allow the
aforementioned electric scooters to be ridden in safer areas of the highway.

This order will
be operative from the 26th September
2023 for a maximum period of eighteen months.
